+## 8. Stop Condition

+동일 normalized classification `harness-parallel-duplicate-full-verification-timeout`이 이미 두 번 발생했으므로 automatic rework는 여기서 중단한다. 수정된 단일-owner 검증 지시로 같은 Implementation Agent rerun을 한 번 요청한다. 같은 overlap이 다시 발생하면 코드 우회 없이 `blocked`로 Coordinator에 반환한다. Upstream contract, tolerance, reference artifact 또는 formulation 변경이 필요해지는 경우에는 `needs-upstream-decision`; MSVC/path/permission 자체가 막히면 `needs-environment-fix`로 반환한다.
