+새 Root configure 실패와 [E10](implementation-environment.md#e10-부모-환경과-독립적인-workspace-user-preset)은
+error/history4 및 MFE-OQ-004 미승인 상태를 바꾸지 않는다.

+기존 R11의 Ninja cache `bf0249...` hash는 이미 stale이며 **현재 R11 실행은 보류**한다.
+별도 Root setup/audit 뒤 Coordinator가 Planning delta를 할당할 때만 실제 관찰된
+local config/UserPresets/cache hash를 반영하고 Root 소유 `.gitignore` 한 경로의
