chore(verification): record repository cleanup validation scope

Validate retained documents, formulation bodies, protected hashes, local links and cleanup absence at this revision. Run focused Python policy tests, preset listing, fresh MSVC x64 Debug configure/build, CTest discovery and two BuildInfo smoke tests. Capture native commands and exits in temporary external evidence. No full CTest or reference recomputation; this commit records scope, not unrun pass claims.
