## Arguments

The user invoked this command with: $ARGUMENTS

## Workflow

1. Read `AGENTS.md`, `PLAN.md`, `PROGRESS.md`, `docs/HARNESS.md`, and the target `phases/{phase}/stepN.md`.
2. Confirm the step has a concrete Sprint Contract:
   - Done means
   - Hard thresholds
   - Files owned
   - Dependencies
   - Acceptance commands
   - Explicit Do Not list
3. If the contract is missing or vague, edit only the target step file to make the contract executable by a fresh agent.
4. Do not implement the step.
