Run focused Python policy tests, preset listing, fresh MSVC x64 Debug configure/build, CTest discovery and two BuildInfo smoke tests. Capture native commands and exits in temporary external evidence. No full CTest or reference recomputation; this commit records scope, not unrun pass claims.
